Wrap-Around Services

The following information is about subsidized and non-subsidized Wrap-Around Services. Please read each section carefully to determine which sections apply to your family situation.

The New Jersey Department of Human Services discontinued full-funding of the State Funded Preschool (fomerly known as Abbott) Wrap-Around Services (before and after school). They have however, arranged for the Urban League of Hudson County and Community Coordinated Child Care (4C’s) of Union County to administer childcare vouchers for all income-eligible families.

As of September 1, 2010, new applicants need to meet the same eligibility criteria as the New Jersey Care for Kids Voucher Subsidy Program which requires a lowered income threshold of 200% of the 2011 Federal Poverty Level (FPL), and be employed 25 hours per week, be enrolled in a full-time training or education program (12 credit hours or 25 classroom hours) or a combination of part-time employment and part-time training/education to equal a minimum of 25 hours per week*, and be able to submit eligibility verification documents including proof of residency and proof of age for the child to be determined eligible for a subsidy.

*NOTE: Employment and training/education requirements for subsidy through the Work- First program or New Jersey Cares for Kids program (also administered by the Urban League of Hudson County and 4C’s of Union County) are 30 hours per week.  This applies to non-Abbott wrap around programs at the Early Head Start sites and to the non-Hoboken residents enrolled in the Head Start program at the Rue Site in Hoboken.

There are 2 different levels of subsidy.

1. Below 100% of the Federal Poverty Level (FPL), No Co-Pay

Look for your family size on the chart below. If your family’s gross income is below these amounts. You are eligible for a subsidy with a zero co-pay. If your income is above these amounts, continue to Section 2.

2. From 101% - 200% of the Federal Poverty Level (FPL), Co-Pay Required

Look for your family size on the chart below. If your family’s gross income is below these amounts, you are eligible for a subsidy with a co-pay. This co-pay is based on your gross income and family size and will be calculated by the Resource & Referral Agency for your county (Urban League of Hudson County or 4C’s of Union County). The scale used to determine your co-pay is determined by the State of NJ. If your gross income is above these amounts, continue to section 3.

Families that fall in either category above must submit the following documents for verification and approval of your eligibility for this subsidy.

Parent/Applicants must complete and submit:

Complete the Child Care and Early Education Service Eligibility Application (DHS:CC1 12/08) form and submit it to your provider

Provide proof of employment and earned family income (i.e. 4 most recent weeks prior to date of the application of consecutive pay subs, letter from employer, W-2, income tax returns etc)

Provide verification of school or training, including start date and end dates

Provide verification of unearned family income (i.e., TANF, SSI, child support, etc) and

Meet the residency requirements established by the former Abbott school district where they reside.

Please note: Vouchers cover up to 4 hours of care during the program year; summer program vouchers cover up to 10 hours of care.

 

3. Above 200% of the Federal Poverty Level (FPL), Not Eligible for Subsidy

If your family’s gross income is above the amounts in Sections 1 & 2, you are not eligible for a subsidy. The rates for non-subsidized families are on the following page. Services are broken up by the time of day and types of services provided. We attempt to provide a wider variety to our non-subsidized families to help meet their individual needs. In order to assist families in determining the cost for wrap-around services (non-subsidized families), HOPES CAP is including the fees for non-subsidized families from September through June.

There will also be a $100 non-refundable registration fee for Wrap Around Services, payable at the time the fee agreement is signed.

All fees will be collected by the State Funded (Abbott) Preschool Providers by check or money order only, and must be paid in advance, by the 25th of each month, prior to the month of service, with the exception of September which will be due on September 9th.

Services will not be provided unless fees have been prepaid. Families interested in Wrap Around Services will need to sign a Fee Agreement Form with the Abbott Preschool Provider. There will be no part-time/part-week fee reductions.

Wrap-Around Services Childcare Voucher Application (for eligible families) or Fee Agreement (for non-eligible families), and the non-refundable registration fee and payment for September are due to HOPES CAP, Inc.
