The mission of HOPES Community Action Partnership, Incorporated (HOPES CAP, Inc.) is to provide community services that respond to the social, educational, and training needs of individuals in an effort to overcome barriers and fight the causes of poverty.

As a Community Action Agency, HOPES is committed to addressing the barriers and causes of poverty as we empower individuals and families toward self-sufficiency.​ In our programs, we do this by:

  • Promoting health in expectant women and children.

  • Assisting adults through social services and education opportunities.

Our History

HOPES CAP, Inc. is part of the Community Action Partnership (CAP) network, a nationwide coalition established in 1964 under President Lyndon B. Johnson’s administration through the signing of the Economic Opportunity Act. As a member of this network, HOPES is committed to empowering individuals and families to achieve self-sufficiency by providing critical tools and resources. 

Originally founded in 1966 as the Hoboken Organization Against Poverty and Economic Stress in 1966 to address poverty in Hudson County, New Jersey (now called HOPES Community Action Partnership, Incorporated). From the very beginning, HOPES provided essential social services to the community, including one of the first Head Start programs in the country. Over time, HOPES expanded its Early Childhood Programs to provide high-quality educational programs for children (birth to five years of age) and supportive services for families in Hoboken, Jersey City, Plainfield, Franklin Township, Manville, and North Plainfield.

In addition to our Early Childhood Programs, we have expanded our Community Programs to support youth, adults, and seniors in Hudson, Union, and Somerset Counties. Through these programs, HOPES continues to serve a wide range of needs, from youth development to senior services, ensuring that individuals across all age groups have access to opportunities for growth and stability.

HOPES has earned the respect and trust of its clients, partners, and peers due to its unwavering commitment to improving the lives of low-income individuals and families. By empowering people, strengthening communities, and inspiring innovation, HOPES remains dedicated to creating lasting positive change for years to come.
